ASEAN-Australia Development Cooperation Program (AADCP)

Program Stream

The Program Stream aims to promote sustainable economic and social development within the ASEAN region. It consists of ten projects, each of which falls under one of two streams:

  • Strengthening ASEAN economic integration (INT)
  • Enhancing ASEAN competitiveness (COMP).

Four projects will contribute to Economic Integration, and six projects to Enhancing Competitiveness.

ACIL Australia Pty Ltd is AusAID's Australian Managing Contractor for the Program Stream. ACIL will conduct a tender process to select the sub-contractors to implement each project. It is anticipated that there will be three tender rounds so that project implementation will be staggered over the five-year program period.

Round 1 (tendered late September 2003):

  • Legal Infrastructure for E-Commerce Project (INT 3)
  • Promoting Mutual Recognition of Skills as a Means to Enhance Employability and Regional Mobility Project (INT 5)
  • Quality Assurance Systems for ASEAN Fruit and Vegetables (COMP 2)
  • Quality Assurance and Safety of Fish and Fishery Products Handling, Processing and Packaging (COMP 3)

Round 2 (tendered early to mid 2004):

  • Standards and Conformity Assessment Project (INT 1)
  • Enhanced Customs Capacity Building Project (INT 2)
  • Strengthening Animal Health Management and Quarantine (COMP 5)

Round 3 (tendered early 2005):

  • Fostering Private Sector Competitiveness & SME Sector Development (COMP1)
  • Strengthening ASEAN Plant Health Capacity (COMP 4)
  • Strengthening ASEAN Capability in Risk Assessment in Support of Food Safety (COMP 6)

Regional Partnerships Scheme

The Regional Partnerships Scheme (RPS) provides funding support for projects jointly undertaken by Australian and ASEAN organisations which address major regional development challenges.

Activities selected for support are expected to promote sustainable economic growth and poverty reduction throughout the region as a whole and to accord with development priorities identified in ASEAN's Vision 2020 and the Hanoi Plan of Action.

Proposals must demonstrate a regional development approach and should facilitate regional integration of the new ASEAN member states (Cambodia, Laos, Myanmar and Vietnam).

Grants of between Aus$50,000-$500,000 are available for innovative projects which can achieve sustainable outcomes within a two year timeframe.

Funding applications must be jointly initiated by Australian and ASEAN partner organisations from either the public or private sector.

Applications are invited throughout the year and are assessed by the ASEAN-Australian Joint Selection and Review Panel (JSRP) which meets every four months.

Regional Economic Policy Research Facility

The REPSF is a funding mechanism which allows the ASEAN Secretariat (ASEC) to engage ASEAN and Australian economic research organizations, including public and private sector research institutions and qualified economics consulting firms, and individual researchers to provide regional economic policy analysis for the Secretariat.

Organizations and individuals are engaged through specific research contracts.
