Government Partnerships Fund (GPF) - AIPRD

The Government Partnerships Fund (GPF) is a $50 million, 5 year program to strengthen Indonesia’s economic governance and public sector management capabilities. It is part of the Australia Indonesia Partnership for Reconstruction and Development (AIPRD) program, a 5 year $1billion commitment to support Indonesia's reconstruction and development announced by the Prime Minister in the aftermath of the December 2004 Indian Ocean tsunami.

The objective of the AIPRD is to support Indonesia's reconstruction and development efforts, both in and beyond tsunami-affected areas, through sustained cooperation focused on the Indonesian Government's programs of reform, with an emphasis on economic and social development.

The GPF provides the opportunity for Australian government Departments and Agencies to exchange skills, knowledge and expertise with key public sector institutions in Indonesia, and to build long-term institutional linkages and partnerships.

Applications will be accepted only from:

  • Federal Government departments, agencies and statutory authorities (Excludes government business enterprises. Profit-making public sector organisations are ineligible.)

State and Territory governments are eligible for funding but only working through Federal Government departments, agencies and statutory authorities. The relevant Federal Government authority must be the applicant and will be responsible for all aspects of the activity.

Indonesian counterpart organisations must be in the public sector. Indonesian counterpart organisations cannot apply directly for GPF support, but they can initiate contact with Australian organisations to explore opportunities for collaboration under the GPF.

Activities funded

GPF will fund activities focusing on:

  • Economic and financial management;
  • Public sector management; or
  • Other sectoral priorities as determined by the AIPRD Joint Commission.

Activities proposed for GPF funding consideration must:

  • have a developmental focus
  • clearly identify sustainable benefits
  • be designed, planned and implemented jointly with the counterpart organisations concerned1

1 Note that Sub-contracted consultant and/or other resources may be used to facilitate implementation where justified and appropriate. Sub-contracting processes must comply with Australian Government Procurement Guidelines (or their state / territory equivalents).

Proposals must not provide, or aim to provide, a direct commercial benefit to any Australian or overseas company or consortium (other than specialist commercial arrangements which are necessary to assist with proposal implementation and are beyond the expertise of the applicant organisation).

Activities will be delivered primarily in the form of technical assistance and training and can include:

  • institutional strengthening and/or capacity-building for counterpart organisations in Indonesia
  • training for counterpart organisation staff in either Indonesia or Australia
  • secondments and work attachments for counterpart organisation staff with their Australian counterpart organisation
  • secondment of Australian staff to advise or work in their counterpart organisation in Indonesia
  • technical assistance and applied policy research
  • provision of materials incidental to the above activities.

Duration

Proposed activities generally will be self-contained. Proposals that are planned multi-year programs of cooperation normally will receive funding for the initial 12 months in the first instance. Multi-year activities will be reviewed annually by the AIPRD Secretariat in consultation with AusAID.

Activity concept proposals

Australian Government agencies may apply for GPF support for scoping studies to assist in developing full-size activity proposals. Activity Concept Submissions (using the two page GPF Activity Concept Submission pro forma) should focus on undertaking a design mission / feasibility study, in consultation with the AusAID Jakarta- based GPF adviser in order to determine the degree of interest by the Indonesian counterpart organisation and the most effective intervention to meet their needs.
