China Australia Governance Program
Objectives: The China Australia Governance Program aims to support China's governance reform and development agenda in areas of mutual interest to China and Australia through a partnering approach. The partners are AusAID, the International Cooperation Centre of the National Development and Reform Commission (NDRC), The Ministry of Commerce (MOFCOM), and the Australian Managing Contractor (AMC). The Program comprises three components:
- a partnership facility to support strategic engagement between Australia and China to address priority governance issues;
- a small number of projects to support implementation of specific policy initiatives, particularly at the sub-national level;
- administrative support for the Australian Development Scholarships Program.

Project Components:
- Component 1: Facility to support strategic engagement between Australian and Chinese government agencies to progress priority governance issues. Contributions are also made to human resource development through activities to support a specific partnership with two key organisations: the Central Party School (CPS) and the Chinese Centre for Leadership Assessment (CCLA).
- Component 2: Support for larger and multi-year projects to provide for national-level policy recommendations on economic governance reform issues.
- Component 3: To provide administrative support for MOFCOM's and AusAID's management of the Australian Development Scholarships (ADS) program to promote human resource development in China through scholarships for Chinese Government staff to undertake postgraduate studies at Australian universities at Masters level.
Planned Outcomes:
Component 1
- Governance opportunities monitored and identified: strategic analysis and monitoring of governance developments in China, in order to identify opportunities for assistance.
- Partnership activities implemented: specific activities that will improve aspects of governance in a way that involves partnerships between Australian
and Chinese agencies (government and civil society).
- Contributions made to strategic human resource development: activities to
support a specific partnership with two key organisations: the Central Party
School (CPS) and the Chinese Centre for Leadership Assessment (CCLA).
Component 2
- Initiative identified: undertaking a study of the broad area of focus to develop
a clear definition and understanding of the policy initiative to be
implemented.
- Implementation planned: considering options for tackling the defined issue,
agreeing on the most appropriate options and developing an implementation
and support plan.
- Technical and financial support provided: realising the plan through the
agreed actions
- Successes and lessons identified and disseminated: learning from the process,
sharing the learning with appropriate parties, and refining the process for use
with future activity implementation.
Component 3
- Administrative support provided: administrative support for the ADS
program.
Achievements to date:
- The program has built on the outcomes of completed governance activities
including the China Capacity Building Program and Economics and Foreign
Trade Training Project
- Recent projects include supporting the Chinese Central Party School to
promote 'balanced development' policies and implementing world
class performance evaluation methods in the China Centre for Leadership
Assessment
- CAGP is also working with the National Development Reform Commission
promoting greater investment supervision, ensuring equity in social security
and sustainability in fiscal transfers.
