China HIV/AIDS Roadmap Tactical Support ProjectObjectives: The project aims to strengthen China's strategic capacity to deliver an effective, coordinated response to HIV/AIDS by addressing the constraints identified in the 2003 United Nations/Chinese Government Joint Assessment of HIV/AIDS in China. The four components map directly onto key recommendations of the Joint Assessment Report: (i) to strengthen leadership and co-ordination of HIV/AIDS responses at national level; (ii) to improve mechanisms for information exchange and utilisation; (iii) to enhance capacity for sub-national level implementation and monitoring; and (iv) to ensure effective mobilization and utilization of resources. The project is administered by China's State Council AIDS Working Committee Office. AusAID's contribution has expanded the project's geographic coverage (currently at 7 provinces) to the Xinjiang Uygur Autonomous Region. Achievements: At the national level, CHARTS supports the development of the monitoring and evaluation framework for China’s response to HIV/AIDS. The framework is currently with SCAWCO for approval and will be applied later this year during a review of China’s ten year HIV plan. Supporting some key Ministries to make AIDS prevention and care plans as well as the annual work plans with associated activities. In particular, the successful collaboration between CHARTS and the AusAID Asia Regional HIV/AIDS Project in supporting the development of the Ministry of Public Security’s HIV/AIDS strategy and activities, including a joint study tour to Australia by MPS and MOJ officials and joint seminar for senior police officers from more than 12 provinces. At the provincial level, the completion of provincial action plans in all eight provinces covered by CHARTS. A provincial consultancy network was now being utilised and early results showed an increase in experience and lessons sharing across provinces.
