Tibet Health Sector Support Program

Objectives: The project aims to improve the health and well-being of the people of Tibet Autonomous Region, (4 counties under Lhasa municipality) through institutional strengthening of health management and planning, capacity development and advisory support to the TAR health agencies. Initially the project will strengthen primary health care services in Lhasa Municipality and improve the capacity of the government to respond to the increasing risk of an HIV/AIDS epidemic. The program will include an overarching program management structure and capacity building support function with two elements addressing primary health care and HIV/AIDS.

Australian Contribution: A$17.3 million

Outcomes:

  • Strengthened health systems in the Tibet Autonomous Region
  • Improved health system effectiveness in TAR at the strategic and operational levels.
  • Improved effectiveness, and quality of, and access to, integrated rural health services in four PHC Program counties.
  • Improved effectiveness of the TAR response to HIV and AIDS.

Achievements:

The introduction of participatory and action learning methods, and problemsolving approaches to management training has been well received. Participants are engaged in the development of small operations research activities to solve management problems.

The introduction of participatory methods to the Tibet University has been adopted in some departments. This has contributed in important ways to current efforts toward curricula reform. The establishment and ongoing development of the Lhasa Regional Blood Centre has been a major achievement under Component One. The development of Standard Operating Procedures has been of particular benefit. All systems and procedures support national policy.

The program was able to provide a high standard of Chinese Technical Assistance to this area of work. A major achievement has been the establishment by Tibet Regional Health Bureau (TRHB) of an Essential Maternal and Neonatal Care Advisory Committee to Lhasa Municipal Health Bureau (LMHB). The committee is made up of representatives from TRHB, Tibet University, LMHB and four hospitals in Lhasa. Its purpose is to develop and implement the 2005 EMNC Plan for the four counties supported by THSSP.

Another main achievement to date is the establishment of standard operating procedures and essential equipment at the Regional CDC HIV confirmation laboratory plus the Municipal CDC and the Municipal Hospital HIV screening laboratories.
