UNDP 'Xiao Kang' Advanced Leadership Development Project

Objectives: This project is supporting the goal of the Organization Department of the Central Committee of the Communist Party of China (CCCPC) in enhancing its senior leaders' understanding of and support for 'balanced development' policies. The senior leaders in China will be given opportunities to enhance their understanding of the new broad-based development paradigm incorporating the “five balanced aspects”, the development strategies entailed, and the institutional and operational framework to guide policy making towards realizing the Xiao Kang Society in an all-round way.

Project Components:

  • Output 1: Training plans prepared for enhancing senior leaders’ understanding of and capacity for leadership, management and implementation of balanced development;
  • Output 2: Learning resources and curriculum developed to meet the capacity building needs identified;
  • Output 3: Training workshops covering selected thematic areas of balanced development conducted for the senior leaders;
  • Output 4: Knowledge networks established to encourage peer learning, to ensure following up of the training impacts, and to create a climate for increased mutual support to application initiatives and reforms undertaken by the senior leaders in their respective sectors and provinces;

Planned outcomes:

  • Under the project, about 100 minister/governor level leaders under age 55 and 200 immediate candidates for the ministerial/governors’ posts introduced to balanced development strategies mainly through overseas visits and training
  • An additional 600 senior leaders from ministries including 200 at Minister/Governor level and 400 at the Director-General/Mayor level officials, provincial governments as well as some prefectures to benefit from the project through follow-up activities such as exchanging experiences, disseminating learning from training programs, and their integration into training courses and workshops organized domestically as part of the regular training of the Organization Department.
  • Dissemination exercises to aim at targeting indirect project beneficiaries covering some 10,000 officials, notably at the grass roots level.

Achievements:

  • By enhancing the capacity of senior officials in leading, managing and implementing the strategies for balanced, human centred development, and this project would contribute to the acceleration of China’s progress towards establishing a Xiao Kang Society in an all-round way.
  • In the year 2006, 5 training programmes were conducted under the ALDP project, participated by 103 senior leaders. The participants were Ministers/Governors, Vice Ministers, Vice Governors, and Director Generals as candidates to ministerial/governor level positions. They were organized into five groups and each focus on one priority area of development:
    • Modern Economy and Comprehensive, Balanced, and Sustainable Social Development (provided jointly by Oxford and Cambridge Universities)
    • Agricultural Modernization and Rural Development (provided jointly by University of Sydney and National University of Australia)
    • Development Strategies and Administration of Modern Enterprises (provided by University of British Columbia) o Industrial Modernisation and Transformation of Traditional Industries (provided by University of Toronto)
    • Continuing Education Development Trend and Management of Training (provided by Ecole Nationale d’Administration (ENA))
