China Gender Facility

Objectives: To contribute to the achievement of the Millennium Development Goals (MDGs) and the reduction of gender inequalities in China, by promoting evidence-based advocacy and social dialogue on gender equality and women's empowerment in China.

Australian contribution: $1.2 million to date (co-financed)

Duration: 2004-2008

Location: Beijing

Project components:

The China Gender Facility so far has had five rounds of calls for proposals, and issued grants to 44 projects in various parts of China, which cover diverse issues such as domestic violence, HIV/AIDS, migration, and village governance.

Planned outcomes:
  • Improved research on gender themes, leading to stronger gender sensitivity in the policies and laws of China
  • Effective advocacy and social dialogue on gender equality in the development and implementation of policies and laws in China.

Achievements to date:

Project of engendering Employment Promotion Law, implemented by the China Association for the Promotion of Employment, successfully advocated for gender equality perspectives being included into the law on promoting employment.  The revised Employment Promotion Law was passed by the National People’s Congress Standing Committee in August 2007, and took effect in January 2008.

The Central Party School project made significant achievements in advocacy and effective trainings that resulted in an invitation to work with the National Family Planning Committee.  The gender team from the school helped ensure that gender perspectives were incorporated into the National Family Planning Committee’s policy decisions, particularly with regards to China’s highly imbalanced sex ratio at birth.
