Australia-China Chongqing Vocational Education and Training Project

Objectives: The Project aimed to contribute to the economic development of Chongqing and more widely in China through the development of VET to meet industry's changing needs.

Australian Contribution: A$18.9 million

Duration: 2002-2007

Location: Chongqing Municipality

Project Components:

Phase I (February 2002-February 2005):

  • Component 1: School Based Initiatives
  • Component 2: Municipal (Chongqing Based) Initiatives
  • Component 3: National Based Initiatives
  • Component 4: Project Management

Phase II (March 2005-August 2007)

  • Component 1: Replication of School Based Initiatives
  • Component 2: Municipal Based Initiatives
  • Component 3: National Based Initiatives
  • Component 4: International Based Initiatives
  • Component 5: Project Management

Outcomes:

  • School based Strategic and Operational Plan, competence-based curriculum, text-books and teaching methods developed for five pilots schools and Chongqing Normal University and all these are replicated in their respective partner schools;
  • Five Industry Coordinating Committees for the five project industries established and expanded to seven in the municipality and replicated at the national level;
  • VET teacher standards are under development and will be replicated nationwide;
  • Sino-Australia VET Network established to ensure the sustainability beyond the project;

Achievements:

  • Established 8 Municipal Industry Coordinating Committees (ICC) in Chongqing which led to the establishment of a National Industry Coordinating Association with MOE, the first formal mechanism in Chinese VET history.
  • Developed the first set of VET teacher standards for secondary VET schools, which was endorsed by MOE and will be replicated nationwide.
  • Established an effective Sino Australia VET network and associated training programs that enhanced the capacity of ACCVETP institutions to develop sustainable partnerships with relevant Australian institutions.
  • Successfully implemented senior mentoring programs for the Automotive and Electronic Pilot School principals which led to the establishment of 4 Sino-Australia Cooperative Model TAFE Colleges.
  • Helped build up a strong and effective VET expert team at Chongqing to conduct competence-based and student-centred training and learning activities. This will serve as an expert group on VET for China nationwide.
