Water and Agricultural Management in Hebei Project

Objectives: The aim of the project is efficient and sustainable management of water resources in agriculture. The project will improve the capacity of the Hebei Provincial Water Resources Department, relevant county agencies and demonstration farming communities to better understand efficient water use in agriculture and to identify, implement and sustain appropriate responses.

Australian Contribution: A$14.9 million

Duration: 2002-2007

Location: Six counties in Hebei

Project Components:

  • Component 1: Community Capacity Building
  • Component 2: Township and County Capacity Building
  • Component 3: Provincial Planning and Policy
  • Component 4: Project Management

Planned outcomes:

  • Improved understanding by communities of efficient water management in agriculture through the development and application of appropriate participatory planning approaches
  • Improved capacity of selected county and township water bureaux and other relevant agencies to promote efficient water use in agriculture by assisting communities in identifying, implementing and sustaining appropriate responses
  • Improved capacity of provincial agencies to develop, plan for and implement appropriate policy for water use in agriculture.
  • Effective management for achievement of project outcomes.

Achievements:

  • Water saving technology and sustainable water resource use in irrigated agriculture contributing to a new water resources policy in Hebei
  • Participatory process of natural resources management has been well accepted by counterpart agencies
  • Nanshanbei Village of Yixian County was recognized by being awarded first place in the Hai River Cup which was a provincial competition open to counties demonstrating innovative approaches to soil and water conservation.
  • Nanshanbei Village was also awarded as one of the 100 Advanced Counties in Irrigation and Water Conservation by the Ministry of Water Resources and Ministry of Finance in 2006.
