Capacity Building for Effective Governance Facility (CEG)

Objectives: The CEG Facility aims to build capacity for the effective operation of government, in order to contribute to poverty reduction and sustainable development, with a major emphasis on supporting the transition to a socialist-oriented market economy in Vietnam through strengthening the skills base and institutional capacity of selected state agencies and relevant related agencies within agreed focal areas, which include private sector development and economic integration.

Australian Contribution: A$ 10 million

Duration: April 2002 – April 2006

Location: Countrywide

Project Components: Activities will focus on the four focal areas of private sector development, economic integration (with a specific focus on the domestic dimensions of liberalising trade and investment), public sector resource use (with a specific emphasis on public expenditure and financial management), and fostering the development of the legislature and the judiciary.

Outcomes: The expected outputs under the Facility include:

  • enhanced Vietnamese capacity for policy research, analysis and formulation in selected agencies achieved by undertaking practical exercises in high priority areas, involving Vietnamese staff in cooperation with Australian experts
  • ernhanced technical and management skills/capacity in selected agencies and focal areas
  • increased inclusiveness of decision-making processes in selected Vietnamese recipient agencies by ensuring women's participation in these processes within CEG activities
  • Dissemination and discussion of research findings and project results among key stakeholders, including public sector officials, private entrepreneurs and small & medium enterprises (SMEs) through workshops, seminars, and publications.
