Primary Education For Disadvantaged Children

Objectives: To improve access to primary school and the quality of education for disadvantaged girls and boys (school-aged children who are not enrolled or are at risk of not completing their primary education; children who attend schools that do not meet fundamental standards; and disabled children or children from other highly vulnerable groups, such as street and migrant children or girls in certain ethnic minority areas.

Project Components:

  • Education stakeholders in targeted districts will receive technical and financial support to ensure that all school sites in their jurisdiction meet Fundamental School Quality Standards, with first priority in planning investment given to satellite sites.
  • To address the need of high vulnerable children. It consists of two streams. The first stream presents interventions that address the educational need of disabled children. The second stream is designed to address the educational need of vulnerable groups, such as street and working children, migrant children, orphans, children living in fishing and other communities.
  • Helps the Ministry of Education and Training (MOET) and its line departments at the central and provincial levels develop guidelines for reaching Fundamental School Quality Level (FSQL), as a first step towards achieving national standards; as well as build capacity within MOET, DOET and BOET to bring all schools up to acceptable educational and monitoring progress towards project objectives.
  • Lend support to a project coordination unit, responsible for providing overall coherence to project activities, their coherence with developments beyond the project and monitoring progress towards project objectives.

Outcomes:

  • Participating schools and their satellite campuses in 222 districts will achieve FSQL
  • For participating project districts as a whole: net enrolment rate will rise from 81% (1999) to at least 96%, with gender parity
  • Student completion will rise from 72% to at least 86% with gender parity. Repetition rate will reduce from 8% (1999) to less than 3%, with gender parity. Dropout rate will reduce from 12% (1999) to less than 6% with gender parity
  • Number of eligible disabled children in schools will increase.
  • Disabled children, street children, minority girls and other very high risk groups of children throughout the country benefit from expanded and innovative approaches to education service delivery.
