Mekong Private Sector Development Facility (MPDF)

Background

In 1997, the Mekong Private Sector Development Facility (MPDF) began by helping private firms access financing from local banks, improving local capacity to deliver business services, and undertaking policy research. Since then, MPDF has phased out its firm-level assistance, developed a broader Business Enabling Environment program, and consolidated activities in four sectors (Financial Markets, Agribusiness, Tourism and Garments/Handicrafts). A recent independent mid-term evaluation deemed MPDF highly relevant and effective.

AusAID is a mid-size donor of the facility since its establishment, using funding support from the Asia Regional Program. Since June 2006 AusAID agreed the continuation of funding for the MPDF core program from the bilateral programs of Vietnam, Laos and Cambodia.

Objective

The mission of MPDF is to support and accelerate the development of productive, domestically owned, private sector small and medium-sized enterprises (SMEs) in Vietnam, Cambodia and Laos. MPDF II have in place a number of programs, and the Business Enabling Environment (BEE) Program is closely aligned with objectives of the Australia - Vietnam Country Strategy and in particular the Primary Impact objective 'Promote market entry and effective market regulation'.

Australian Contribution:

A$2.5 million for MPDF II, from Vietnam bilateral aid program only.
Total contribution of three bilateral programs of Vietnam, Laos and Cambodia is A$6.5 million for MPDF II and some A$650,000 previously from Asia Regional Program's funding.

Outcomes

Some key outputs of the MPDF are its contribution in the recent Government's simplified market entry regulations and improved business environment. The most highlighted was MPDF's technical assistance to support drafting of the Unified Enterprise Law and Common Investment Law in Vietnam through facilitating wide consultation activities, organizing policy dialogues between the law makers and business community and compiling a benchbook for reference of the National Assembly's members, who passed the two laws later on.

MPDF has been also remarked with its in-depth engagement in developing gender equality legislation as well as its success in building training models for private sector.
