Quang Ngai Rural Development Program
Objectives: To empower poor households in selected communes in Quang Ngai to improve livelihoods sustainability through increased incomes within the risk framework of the poor people.

Location: Quang Ngai Province, Vietnam
Project Components:
- Component 1: Household initiated rural income generation. To assist households improve existing and adopt new, income generating activities both on and off farm within the resources they are prepared to commit.
- Component 2: Commune Based Infrastructure Construction: To contribute to the identification, funding, construction and maintenance of small scale community driven commune level infrastructure that enhances livelihood and facilitates income generation.
- Component 3: Commune, district and province capacity building: To increase the capacity of Government staff and other potential service providers to contribute to meeting the Program planning and implementation needs articulated in participatory plans by poor rural communities at provincial, district and commune levels.
- Component 4: Program management, monitoring and evaluation. To manage, monitor and evaluate implementation of the Program efficiently and effectively.
Outcomes:
- Households in 23 communes (about 34,000 people) assisted in improving existing and adopting new income generating activities both on and off farm through Village Savings and Credit Facilities (VSCFs) and Participatory Forest Land Allocation Process (PFLAP).
- Households in 23 communes are assisted to participatory identify and access funding, construct and maintain small scale community driven commune level infrastructure that enhances livelihoods and facilitates income generation. Government of Vietnam Grass-root Democracy and Decentralisation policies have been promoted through Integrated Commune Development Planning process (ICDP) and Commune Development Funds (CDFs).
- The capacity of provincial, district and commune staff, and those of other potential service providers increased to contribute to meeting poor rural community needs through embracing participatory planning methodologies in activity planning and service delivery.
