Technical Assistance to Natural Disaster Risk Management Project (NDRMP)Objectives:
Australian Contribution: A$ 4.8 million Total cost: A$4.8 millio Duration: October 2006 - October 2009 Location: 17 provinces Project Description: The technical assistance will promote and encourage IDRM applications as an appropriate and effective natural disaster management approach, and demonstrate the benefits through provincial applications as sub-projects of NDRMP. The overall methodology of the project is to provide technical assistance in the form of skilled and experienced personnel. The proposed support consists of three long-term personnel; operational costs to establish and operate the technical assistance; and a Trust Fund to implement demonstration IDRM sub-projects and engage additional short term technical assistance if needed. The thrust of the project is demonstration, advocacy and promotion of the IDRM approach and capacity building within the Government of Vietnam while supporting the NDRMP. The appreciation of the importance of IDRM can be facilitated by demonstrating the proven benefits of the approach. The technical assistance will draw on examples of good practice to provide that demonstration including the outcomes of QNNDMP and continued progress with IDRM in Quang Ngai. Outcomes: Improved understanding, acceptance and application of the IDRM planning processes by national, provincial and local disaster management agencies in Vietnam, as indicated by the inclusion of integrated risk management considerations in their day-to-day disaster management activities, and by use of the integrated risk management process by provinces to manage flood risk and the risk of other natural disasters. Inclusion of integrated risk management considerations in general and Integrated Flood Risk Management considerations, in particular, in disaster management projects identified by the NDRMP and the NDM Partnership, as indicated by the modification of original project designs and outputs to better reflect integrated risk management principles and practices.
