CARE - Community Resilience to Natural Disasters in the Mekong Delta

Objective:To build sustainable community and household resilience to floods in highly flood-prone, inland areas of the Mekong Delta by reducing the vulnerability to flooding of household and communes in Long An, Dong Thap and An Giang provinces.

Total funding: A$5,516,536 (including design and interphase); A$5,404,388 for implementation only

Duration: Implementation: 4.5 years (Starting date: June 2005)

Location:

Long An: Vinh Hung, Tan Hung and Moc Hoa districts

An Giang: An Phu, Chau Phu and Chau Thanh districts

Dong Thap: Thap Muoi and Tam Nong districts

Project Components:

Component 1: Strengthen capacity in hazard impact reduction, emergency response and recovery through appropriate mitigation and preparedness planning and training;

Component 2: Expand sustainable locally-based flood season employment opportunities;

Component 3: Enhance poor households' sustainable access to low-cost financial services to smooth income and expenditure flows;

Component 4: Effective and efficient project coordination and management.

Expected Outcomes:

19,000 households will benefit from improved village or commune-wide preparedness, mitigation or response infrastructure or services
3,800 households will benefit from improved household physical assets(home, boats, etc) through sub-grants or relief assistance
3,250 households will benefit from employment in newly-established or expanded businesses within project-targeted sub-sectors
3,900 households will benefit from training in more efficient agriculture or other technical areas for self-employment
6,500 households will benefit from using newly-introduced financial products provided by PCFs that assist to smooth income and expenditure flows.
