Building human resources

People are Vietnam’s greatest resource. As such, human resource development is one of the most critical issues if Vietnam is to achieve its goal of becoming an industrialised country by 2020. Without a shift in the quality of labour, Vietnam could become trapped as a low-income, manufacturing-based economy.

Since 1974 Australia has been a leading provider of full scholarships for study abroad to Vietnam. In 2010 AusAID will offer 225 Australian Development Scholarships (ADS)—a 50 per cent increase from 2008—and an estimated 15 Australian Leadership Awards (ALA) to Vietnam.

The Prime Minister’s new Australia Awards initiative [external website] brings together all Australian Government scholarships including AusAID awards and others such as the Endeavour Awards [external website].

AusAID offers a comprehensive package of support to students to ensure that they are able to enjoy their time in Australia and excel at their studies.

AusAID scholarships contribute to Vietnam's long-term development by providing educational, research and professional development opportunities. They also build enduring links between Australian and Vietnamese people and institutions.

Many of the 3000-plus alumni of these scholarship programs have gone on to successful careers and contributed to Vietnam’s impressive growth. Prominent alumni include the Vietnamese Foreign Minister Mr Pham Gia Khiem.

AusAID scholarships are targeted to focus on issues closely aligned with the Vietnam Australia Development Cooperation Strategy.

Australian Development Scholarships

ADS is a bilateral program between Australia and Vietnam. Priority areas of study include economic integration, climate change, water and sanitation, university teaching and research capacity and English language teaching. The majority of awards are at the postgraduate level, but a limited number of undergraduate awards are available for applicants from disadvantaged rural and ethnic minority areas. Key Vietnam Government institutions are guaranteed 40 per cent of awards each year.

AusAID manage the overall ADS program but it is implemented in Vietnam by Coffey International Development as Australian Scholarships for Development in Vietnam (ASDiV) [external website]—the website includes detailed information on how to apply. 

Australian Leadership Awards

ALA is a regionally competitive program and aims to develop leadership, build partnerships and linkages within the Asia-Pacific, and address priority regional issues.  There are two streams of the ALA program—scholarships and fellowships.

ALA Scholarships are offered to promising leaders to undertake post-graduate study in Australia.

ALA Fellowships are offered to leaders or mid-career professionals to undertake short term study, research and professional attachment programs in Australia.

Since the ALA program was launched in 2006 Vietnam has received 70 ALA Scholarships and 272 ALA Fellowships.
